Mr. Norton is the founder and Managing Member of Chain Bridge Partners. He has a diverse and extensive background in financial services. Mr. Norton advises financial services firms on regulatory matters. His prior experience includes service as a Member of the FDIC Board of Directors, working at the U.S. Treasury during the financial crisis, and providing investment banking advisory services to financial institutions.

Regulatory and Government Experience

  • Served as a board member at the Federal Deposit Insurance Corporation (FDIC). In that capacity, he worked daily with other board members and senior executives overseeing the agency responsible for the safety and soundness of the nation’s banking system and resolving failed institutions. Mr. Norton analyzed, promulgated, and approved bank regulations mandated by the Dodd-Frank Act and rules from the Basel Committee. Ms. Dugan retired from the Office of the Comptroller of the Currency (OCC) after 38 years of service.  As Deputy Comptroller within the OCC’s Large Bank Supervision and Policy divisions, she served as an operational executive and key advisor to the Comptroller.  Ms. Dugan had oversight of supervision programs for large, globally active national banks and foreign branches in the US and development of Operational Risk policy. She also served as a Large Bank Supervision Examiner-in-Charge with responsibility for direct supervision of a large, foreign owned US bank.

Ms. Eberley joined Chain Bridge in 2025 after 38 years of experience at the Federal Deposit Insurance Corporation (FDIC).  As Director of the FDIC’s Division of Risk Management Supervision from February 2013 through March 2025, she directed all aspects of bank supervision policy and practice and served as a key advisor to the Chairman.  Prior to her appointment, she served in several other senior executive leadership roles in the Division, including Senior Deputy Director, New York Regional Director, Acting Atlanta Regional Director, and Acting Deputy Director of Operations.  She also served as Acting Deputy to the FDIC Chairman.​
